Abilities:
Tier 0 - Bill: This is a summon made completely of water. It usually takes on the shape of a small chibi like serpentine dragon. However since it's made of water the form is subject to change it can become larger if Quack is near larger or in an abundant source of water. Bill is usually used as a companion and a method of getting Quack moist when they are too far inland.
Tier 1 - Savior Special: She can allow herself and a small group around her the ability to walk and run on water. However Quack doesn't have the ability to only allow certain people to benefit so if a pursuer is close on their tail they'd be riding the wave.
[10 feet around Quack, users will have a +10 DEX buff distributed between them. Meaning the buff would lessen within a bigger group.
e.g. if 1 person is around Quack that person would get +10 DEX, if two people are around Quack they get +5 DEX, etc.]
Tier 1 - Torrential Talk: Quack opens their mouth and a forceful column of water jets forth.
[Does 50% ranged attack damage]
